Changes to citizenship eligibility for FEE-HELP

The citizenship eligibility from 2005 is different to that which existed under PELS.

FEE-HELP is available to Australian citizens or holders of an Australian permanent Humanitarian visa.  Holders of other permanent visas which are not classified as Humanitarian may only access FEE-HELP if

  • they qualify under the transitional arrangements for pre-2005 PELS or
  • they are undertaking a bridging course for overseas trained professionals.

Student status (previously known as HECS option) for FEE-HELP

Domestic full-fee students who complete a FEE-HELP form and who are considered transitional will have a Student Status (previously known as HECS Option) of 220 printed on their University correspondence.

Domestic full-fee students who complete a FEE-HELP form and who are being assessed on the new rules will have a Student Status (previously known as HECS Option) of 230 printed on their University correspondence.

Transitional arrangements for PELS students

If you are a student who incurred a PELS liability prior to 1 January 2005 then you may be eligible to access FEE-HELP.

You will need to complete an ‘Application to be considered as a pre-2005 PELS student ’ and attach a ‘Request for FEE-HELP’ form. You must submit this application by your first census date as these applications will not be assessed retrospectively.
